Jus ad bellum, or “the right to go to war”

First we must make a distinction between the decision to go to war and the proper behavior during war. This is because the state of war differs from the state of peace, and it would be inappropriate to judge each action in the midst of war as we would judge an action in times of peace. The principles guiding the decision to go to war fall under a heading known as jus ad bellum or “the right to go to war.”
