Prospects of success

It is not possible to be certain of success in war, regardless of superiority of technology or numbers, as the United States learned in Vietnam. Thus, we see that the third condition—“serious prospects of success”—is not so demanding as the first condition. Regarding the threat, we must be absolutely certain; regarding our success, we need only be reassured that there is a substantial possibility. If the endeavor is futile, then it is unjust to sacrifice lives in its pursuit.
